FRONTLINE TECHNOLOGIES, INC. CREATES NEW E-SERVICE SYSTEM FOR PHILADELPHIA CORPORATION FOR AGING'S NETWORK OF 150,000+ CONSUMERS

Service Made Easier for PCA Providers and Thousands of Older Philadelphians

(PHILADELPHIA, PA/LAWRENCEVILLE, NJ, July 3, 2000) - FrontLine Technologies, Inc. (www.frontlinetech.com), an IT consulting company, has designed and installed a comprehensive e-service system for the Philadelphia Corporation for Aging (PCA)'s network of 150,000+ consumers. The new, mission-critical system -- Consumer and Provider System (CAPS) -- replaces the one PCA had used for the past fifteen years and improves the agency's service to the elderly and disabled in Philadelphia.

Creating CAPS was a three-year effort, with input from close to 50 PCA staff members incorporated into the final product. The system will be updated to accommodate new demands as needed.

"With its many internal departments and varied needs, PCA is like many businesses combined into one. Our accomplishment was in creating a system that satisfies specific operational needs and meets PCA's overall goal of providing fast, comprehensive service to the people reliant on PCA," said FrontLine Technologies President Kris Subramaniam.

"The key to developing an effective software solution lies in effective requirements gathering. To fully understand PCA's business, we began with high-level requirement sessions to fully understand the system interdependencies. This enabled us to take a "divide and conquer" approach which entailed rapid prototyping coupled with user feedback to quickly implement functional units of the system," said Peter Gust, VP of Technology of FrontLine Technologies. "We accomplished this using small teams of 4-5 developers, both locally and abroad, that had an understanding of the big picture."

To assist PCA. FrontLine has completely redesigned and automated the following: Provider and Consumer Demographic Maintenance, Call Intake, Care Planning/Costing, Provider Budgeting/Billing, Waiting List Management, Departmental Workflow, Assessment Scheduling, and Security. In addition, PCA is responsible for reporting statistical information to the State of Pennsylvania. and has specific needs for internal reporting.

The new Windows-based system runs on Microsoft NT Client and Compaq Proliant NT Server and consists of approximately 380 Visual Basic Screens, 400 Database Procedures and 50 Business Objects. The system delivers sub-second response time to over 300 concurrent users and interfaces with approximately 300 service providers on a daily basis. Web-enabled portions, developed in Microsoft Active Server Pages, include Human Resource and Provider Billing functions. The system also interfaces with the PeopleSoft Accounts Payable module.
